    Cause analysis

    • Status-quo – Bias

      Due to the established tolerance of time-wasting and the convenience for referees, such behavior often goes unpunished.

      Many referees tolerate time-wasting. Those who penalize it stand out from the norm.

    • Selective attention

      Referees must process a large amount of information; specific attention must be directed toward time-wasting for it to be properly sanctioned.
